What does everyone do?
Controller: Responsible for overseeing and controlling the expenditure of County Funds, including overseeing the County’s payroll, internal audits, retirement, accounts payable, and accounting system
County Council: The five-member County Council is responsible for all legislative and administrative functions of the County government, including to pass ordinances, resolutions and proclamations and to provide budgets and personnel to meet the needs of the people of Delaware County
District Attorney: Responsible for prosecution of those suspected of violating the law
Register of Wills/Clerk of Orphans' Court: Presides over civil matters relating to wills, adoptions, and inheritance. Also serves as the Clerk of the Orphans’ Court and issues all marriage licenses for Delaware County.
The Pennsylvania Court System is a pyramid with the Supreme Court at the top. The entry-level courts are the more than 500 magisterial district and municipal courts. The next level, the state’s trial courts or Courts of Common Pleas, are in judicial districts which mostly follow county boundaries. Above these, are the statewide intermediate appellate courts — Superior and Commonwealth. The Supreme Court of Pennsylvania is the highest arbiter of cases in the judicial system, and has administrative authority over the entire court system.
Magisterial District Judge: The first level of judicial authority in Pennsylvania. Hears minor civil and criminal cases
Court of Common Pleas: The next level of judicial authority. Hears serious civil and criminal cases
Superior Court: One of the two intermediate appellate courts. Hears appeals from the Court of Common Pleas.
Commonwealth Court: The other intermediate appellate court. Primarily responsible for matters involving state and local governments and regulatory agencies. Also acts as a trial court when lawsuits are filed by or against the Commonwealth.
Supreme Court: The highest court in the Commonwealth. Hears appeals from the Superior and Commonwealth Courts.
Auditor: A three member board of auditors is charged with auditing, settling and adjusting the accounts of all elected or appointed officials of the Township and its boards or agencies that received or disbursed funds of or owing to the Township.
Constable: An independent, sworn law enforcement officer whose duties include preserving the peace, particularly at election polls, and performing judicial duties like serving warrants and other legal documents. They have the power of arrest in certain situations.
Inspector of Elections: Two inspectors in each of our 2 precincts participate in the conduct of elections. The inspector with the plurality of votes is the majority inspector and the 2nd place candidate is the minority inspector, who appoints the election clerk.
Judge of Elections: One judge in each of our 2 precincts supervises and participates in the conduct of elections, including readying the polling place, handling election day disputes, and preparing the returns.
School Board: Represents region C (Chadds Ford and Pennsbury) to oversee and manage the Unionville-Chadds Ford School District.
Supervisor: Oversees management of Chadds Ford Township, including hiring and appointing township employees and members of township committees.
Tax Collector: Responsible for collection of township, school, institution, district and other taxes levied within the Township.
